Unless you have your own IP block direct from ARIN / RIPE / whoever and you got them from the start then take every IP address as being previously abused by someone else.
Don't think I have ever seen a proxy provider actually specifically say that on a website (happy to be corrected though) that private proxies have been used by others in the past. I think people who don't know about that may be under the impression that they are getting a brand spanking, never used before IP address.

Seriously I wouldn't care if they are used or not as long as the delivered so called private proxies are getting job done. It's all about the quality that you are getting.
