Do pop-ups or pop-overs effect SEO?

I have a site with many page 1 G links. I want to capture people's email but want a pop-over or slide in instead of an opt in form on the main page. Will that drop me in G?
 
No that will absolutely not drop your result in G....However it may piss off your vistors having an annoying pop over. Whenever I've used popovers in the past I've also had a "normal" opt-in as well. The pop over was used as a secondary only and not primary.

Oh, like a pop-out (if they don't sign up on the opt-in it will get them before they leave). That makes sense.

Yes that is a good way of doing it. Lots of squeeze pages have a JS popover for when someone is trying to navigate away from their page without handing over some info. Kinda sneaky, very annoying but they can be effective.

google normally doesn't favours popups and those sites which allow a popup are not good from SEO point of view

moreover if you are not considering the SEO point of view then also popups are generally not liked by users

instead a well made banner or an advertisement might serve the same purpose pretty well because the ultimate target to be achieved with a popup is advertisement and that could also be done through various other legitimitate techniques
