Do penalized domains have resale value for other black hat methods?

Out of curiosity, can a domain that?s been used for one form of black hat method be used for another form of black hat method? Take for instance a domain was used in a private blog network that was getting spammed with links, got caught by Google and penalized. So now the domain doesn?t hold much value anymore for its previous purpose. Can it be used for different black hat methods successfully? Would the previous activity that got the domain in trouble with Google the first time be useful for another? Add value to the domain?

I ask because I?m getting into domaining and I was wondering what the value of a completely wrecked, Google penalized domain would have. Would it have some other value a Black Hatter would see in it, to sort of recycle the domain?

It can be used for cloaking traffic when doing paid campaigns at scale.
