I have read thousands of times that they don't, but I have also seen some other opinions stating they can still be powerful.

What to believe?

Of course they work... why do you think it's so hard to find good expired tumblrs for example?

PBNs and WEB 2.0 backlinks are still working for ranking purposes. They have not lost all off their power. They are also great for diversification. But dont just rely on those to increase your rankings. You can also use other backlink types, like niche edits, guest posting, etc

It all depends on the competition of your keyword and the domain you have. Web 2.0 will work better for parasites seo and PBNs are very subjective as there's some that are spammed AKA the 1$ one (those can harm you more than do good). I would recommend you to stick with guest posts, niche edits and HARO links.

Yes they still work. They will be effective if done strategically!

What do you think has more worth, a contextual backlink from a scientific paper posted on science direct or thousands of web 2.0 backlinks?

Depends on the time frame in which those backlinks were created & indexed. Over the course of say 1 year, I'd say the web 2.0 properties IF, and the if is important, the web 2.0's contain some sort of positive metric.

Otherwise, I'd go with the contextual backlink, being that will most likely be a T1 foundational link.

Yes it works. The most potent and high quality PBN works very well.

Yes , It still working well based on quality
- High quality PBN will boost rankings .

They work absolutely well however you might face some issues with indexing Web 2.0s

PBNs have always been working well - be it for money sites or parasites.
Do not go overboard with anchors and you should get results ! :)
