Yes, this was on Namecheap.
I cannot transfer/use the domain. I have to contact support and verify my ID in order to use the domain further. I gave up.

I had a similar issue once with .us domain. This was like 1/10 chances.

But imo, whenever a ccTLD requires you to be a resident/citizen of that geographic location - it's better to be careful.
