Do multiple users slow down Wi-Fi?

If you download from the same source, yes, the download speed will be split.
If you download from different sources, the best source will have the best download rate.

I mean the speed will get shared among all the users or all the users will get the highest speed.

What problem are you trying to solve?
If you could do that, you'd just connect 1000 micro-devices and have 15x1000 speed. But that's nonsense!
You cannot do 15x5. Common sense, isn't it. It's division, not multiplication. You get 15/5 = 3.

So if one user downloading at a speed of 15Mbps, other four can't use internet?
But it never happens when we use it in our house, everybody can download/ steaming.

They get it split. It's not something fixed. It changes all the time.
One minute your device uses 10 megabytes, another minute you device is using 1 megabyte.
It might create an illusion that there's some multiplication, but there isn't.
