Do IPs work like proxies?

Hi
I bought VPS from to use it in YouTube uploading videos.
The software I use requires virgin private proxies. I try to buy virgin proxies from outside providers but no one can deliver me virgin ones. I read on the internet if I have VPS I can ask my provider to buy virgin IPs and use them as proxies on my software. I don't need much proxies, only 2, and I don't use them on spam works, I just need them to sign up account on Google and YouTube. I don't know much about the process, so:

1- Do IPs are proxies? which I can use them on any software that demands proxies?
2- Will the IPs be like proxies? in this format (Proxy:Port:Username:Password)?
3- Can VPS provider deliver virgin IPs that no one used them before?
4- Do they have username and password like private proxies?]

1. No. A proxy is a software that uses IPs for routing traffic in a specific way.
2. No. You need to set up a proxy software on the VPS to use those IPs first
3. Unless he's in the proxy business, he doesn't track things like that.
