Do I use computer to create 1 Facebook account?

I changed to new IP address in November. I opened 1 Facebook account in December by cell phone number when using IP and added an e-mail. I plan to open new Facebook account in same IP address with same cell phone number and an e-mail. I deleted the cell phone number in other Facebook account I opened in same IP. I clear cookies all time.

The IP address and cell phone number are from same country.

Is it safe to do in computer?
 
depen on what purpose, and how many acc you want to make. if it's just a few acc you can do it from 1 computer.
 
I’ve made multiple accounts from one computer and not had any issues. But I spaced them out by quite a bit of time, and I don’t use them for any spammy purposes.
 
Use unique email address and mobile number.So that you can use more accounts from a single computer.
 
I do not think that you will have problems ... the main thing is different mail and numbers... + 2 accounts this is not a mass registration)
 
You should create and manage a new facebook account in a new chrome profile or firefox profile ( Per facebook account per chrome profile ). It's safer, then you can open multiple facebook accounts with the same IP address. Hope this helps you.
