Do I need to upgrade my paypal account?

I just checked my paypal account and I don't think I can even upgrade my account to a premier one...I could only see the "upgrade to business account" option. Is this normal?
Also, do you usually buy products using paypal or credit cards? For some reasons, I can't add a foreign shipping address to my paypal account...(Again, is this normal? ) but most of the stores will only ship their products to the buyers paypal addresses. How am I going to send the products to my customers...???

If you are going to sell, there is no point in getting a premier account, as I think the only difference is that premier account can only be individuals and business accounts can be multi-party corporations.
I think (I'm not 100% sure on this) your delivery address must be in the country your paypal account is registered in.

I mean, if someone from another country order something from my ebay store, then I go to another store to buy that product using paypal, but if I am not allowed to add a foreign address to my paypal account and that store will only ship the product to my own paypal address, how can I send the product to the buyer? I am new to dropshipping and I am so confused right now...

Premium paypal is more suitable for receiving payment whereas the normal paypal is more suitable for payment processing. If you start to receive alot of payment on a normal paypal account (Personal not business) then eventually you will be advised by Paypal to upgrade or they would suspend your account for suspicious activities.
If you are going to sell a lot of items or if your planning to build a business on ebay then upgrade to business on create a new paypal account. Your will reduce your expenses just by upgading to business. I was an ebayer myself and banked over $12,000 but then a competitor or paypal, saw that i was cheating under their nose and banned me. Shame on me.
What i learn from ebay is that you can't just be the cheapest one. It means that your cheating! And that is why they banned me.

It is not about fees. But the purpose of your account. If you register a new paypal account today, they will ask you what is the purpose for your registration. For paying and buying things online, they will have a lax ruling for those accounts. For receiving money they will be extremely strict to prevent frauds. They might want ID verification upfront not just VCC. So in your case when you start to receiving payment frequently Paypal has all the right to block your account or worse permanently ban the account. Don't ask me why but it is in the power of Paypal to do so anytime they want. If you notice they keep changing their terms of service every few months so you would never be able to keep track of all the changes.

Not because of the cheapest products, but it was a reason too. I don't want to explain right now or reveal the products, however the products were illegal, paypal discovered me somehow before ebay, (as i was not the only one selling them!) and suspended my account. Price was a part of the whole business for BIG and FAST cash.
