Do I need hosting to just redirect?

I want to register my own domain but it's just going to end up redirecting to a different URL right when they go to my site, so do I even need to buy hosting?

you need a hosting if you want a domain to work
if you mean a different hosting then it is a no

And contacted them, will give you 2MB free cpanel hosting for redirect

if he just wants to redirect his domain to a URL he does not need hosting. all registrars support domain forwarding.
