Do i need English SEO description

Hi,
I have a site pr1 and i am trying to increase SEO as much as i can. I have submitted to many directories my link bu most of them not accept my link as my site name and description is in my own language (not in English). Also most sites is on ISO unicode which my text shows only on UTF8. So, what do you recommend, do i need to translate it into English ?

it depends of who you expect to visit your site and the target traffic is and in my opinion don't worry most directories links are worth crap anyways

My site is Azerbaijani and only Azerbaijani visitors on my site. But there are some big directories who uses ISO unicode and my link description is not readable there.
ex: dmoz has localized directory categories but some other big directories don`t.
