Do I need an Outreach person?

I'll attempt to be brief.
I work on a site that is being out-ranked by a smaller site because of from what I can see - a couple of powerful, and locally relevant, backlinks.
As far as I can deduce, this is the main reason why they are top of the rankings - for a number of KWs.

I'm thinking I need to employ someone to do regionally relevant guest post outreach? What do you think?

My gut tells me that I can buy good packages here with good DA links etc but those regionally powerful links will trump what I throw at it. Any experience to share?
By way of example, the site I'm trying to topple has links from The Guardian, BBC and from the websites of some relevant print magazines
 
If you know the websites you want to guest post in, just contact them. You don't need someone.
If you don't know any good sites in your industry, just don't do it because the employee might scam you.
If you have interesting stories, just tip them to the Guardian BBC etc.. They have a special tip line, and I used to tip my company news to all the newspaper i could find. Many took it and published an article = free pr
 
Outreach can be more easy than you think, if you're willing to spend some time searching around and negotiating prices with the web owners, there's no need to pay somebody.

Simply do some research which webs are big in your country: forums, blogs, magazines, newspapers.
