Do I need Aged Accounts?

Depends on what you will be doing with the account. If you break their terms of service, example, follow more than 'X' amount of users than the allowed 'X' amount, the account will end up banned, no matter if it's aged or new.
If you use 1 IP per account your account will be safe no matter is it new or aged.
If you use them for mass-following you do not need aged accounts, however it's same. Sooner or later, they will get banned.

Exactly if you are playing safe and you know what you are doing, your accounts are safe no matter they are old or new one.

It doesn't really matter but it does depend what you're going to be doing. If you really want to mass follow in twitter age accounts are perfect for that
