I want to sell an online video service,

do I need to register as a business to do this?
 
You can try it first without register your business. If you have massive orders then you need to register your business.
 
You should start it off first to test the waters out and see how it does for you. If you find success and would like to continue running the same business, you may want to register it so you could scale it up. It would also depend upon the country that you operate from, so it would be good to look for information relevant to the country that you come from.
 
if your going to make it a prime source of income you should just set up a LLC with just you in it
 
If your not shipping a physical product or having a physical presence, I wouldn't register a business until you make the money to do so.
 
But how can I accept payments without a business?
 
if your Country requires - you need to register within 3 month - don't play with tax!! you register as sole trader,you pay tax after your income,- may get first advice from a solicitor
 
It can be done without registering a business.. but register a good domain name related to your services and create a quality site, do SEO for that so that you would be getting visitors from search engines.
 
No you do not need a business to sell online.
However each country has a limit on how much money you can earn without a business,and without a business there are some payment options you can not get.
I started without a business and when i earned enough money i registered a company,when you start without a business then you can get a picture on how much you can earn and how much it would cost you to setup a business.
