I have created many forum accounts then add my site link with the keyword then submit it to google. It's will increase site rank?

It does give web presence, and if google indexes some site with your signature link, it will be counted as a backlink. However, how strong the link is depends on a specific case... if it's a forum with value and a page with relevant content then it may have some positive effect. Otherwise, don't hope too much from it.

If You Are Going With Forum Signature It Depends On Relevancy !
You Will See Result But If Forum Is Related To Your Topic You Can Get More Boost..

Yes - in moderation. I tend to stick to no more than 20% of first tier links from forums. Typically forums and blogs no more than 40% in total combined. But yes - in the mix they are fine. Keep the sites you link from in context and relevant to your niche.

its depends how you use, there is some forum thread which PA is good then your links will counted good

do not rely on them alone. the link juice is very small. diversify your link profile. web 2.0s, guest posts and pbns

relevant yes link juice no and mostly nofollow

better set a pbn

Yes they do, those links has to be from relevant and pages with useful content for the reader.
