Just do a search for:
blogs that allow spam
Rules for blog comment spam:
1) All comments are spam.
2) If you think your comment adds value and isn't spam, revert to rule #1.
I have no idea why you are trying to ride a dead horse.
No blog worth its salt will allow any comments except nofollow, let alone
comments at all.

You can find the list of sites on Google that accepts blog commenting, use the search option with relevant words to find it.Good Luck.

Take the list of blogs in your hand and use Scrapebox to find the site which is Do Follow or not. Then use those blogs which belong to do follow for blog commenting.

You can also do a manual search in Google.. Somthing like.. "site:.com inurl:blog "add comment""
