Do FB ads get cheaper if they are shared/watched more/engaged with?

I read something from someone on here of a guy who said he was getting .001 cent clicks on FB and his secret was essentially using hot girls in his ads doing thirsty dances and stuff. Apparently the clicks were super cheap (from T1 countries too) because of this. Is this still a viable strategy or does it not work?
