If I made a Facebook fan page for my website; would this be treated as Tier 1 link?

Also, if this is the case, how many fans is a good number for it to get some good link juice in?

For Traffic: Definitely Yes
But
As a Backlink: Never

Fans Should be 100k+

Facebook is cool for getting traffic.
Not good for seo.

ANYTHING can be a tier 1 link. That being said, some links are more equal than others.

Facebook links are not worthy. They are nofollow. But, SEO'ing facebook is good when you have brand. If you are having a brand you should optimize your FB, G+ and twitter, so that it should appear 2, 3 and so on. SO that if some one searches for your 'brand name' 1st your site appear followed by your social profiles. Here you are not giving chance for your competitors to appear on your brand search.
