Are you still seeing consistent advantages from expired domains, or has the effect weakened?
 
I can put a website onto an expired domain and it will be indexed within 48 hours, without any SEO work whatsoever. I have never had that with a fresh domain.
 
For anything except a new branded service, I would never put up a site on a fresh reg unless I plan to wait an ice age for any traction. Google has rules against expired domain abuse for a reason - it works.
 
Yes, it works. It has worked for over a decade and it will continue to work unless something drastic happens.

If you want this to work you'll need a strong budget, at least $3000 if you are going to a reseller/broker, or $1500 - 2000 if you are bidding for the domain yourself.

You must understand how to check the domain for spam, if you can't do that then it is all a wash.

Finally, if you leverage an expired domain you need to maintain the niche. Restore the old website and then build it forward as if the website has come back to life. You can use a new theme etc, but topically it has to align with what it was before 1:1. The best way is to find the strongest domain you can find and then build forward. The biggest issue with this is that you can't really choose the niche yourself, but that's just how you play with expired domains.

Expired domains are like buying a used car it might start faster because it’s already been driven, but if the engine’s trash (bad backlinks), you’re in trouble. Google’s smarter now, so the shortcut isn’t as powerful. In the end, solid content is still the real winner.
