Do EPN accounts work worldwide?

I mean if I create an EPN account in Spain, would I be able to make a phpbay store that sells from the american ebay?

Yes if you apply to the eBay US program which you can do on any EPN, whether you get accepted or not is a different story.

yeah it will work for sure, also when you accept user agreement there is spanish version

doesnt matter, the most important is your website content. personally i prefer using phpbay for now.
