I would say that depends on the level of competition. Anyhow that process ca not be controlled by the site owner.

Like any other site that links to you and passes Page Rank, Web Directories will likely to still have a slight effect on your rankings. However, Google penalizes individuals who use web directories because they have been abused as a SEO tactic over the years.

I too am curious about activity on links, did google change its algorithm lately? Luckily some links i just got have organic traffics

Something's going on the past few weeks.
IMO Google has some bug they're battling since at least May 2019. Others may disagree.

The directory is content like any other blog post. It’s ranking or ranking effect is entirely dependent on the quality of the directory. You should ask yourself if it is something that your countrymen are searching for. Will you have the time and resources to make the content more informative than other directories that exist in your country? If yes, then go-ahead. But don’t rely on it for ranking favours from Google!

Two things matter IMO.
Page Authority (on which your link will be posted).
Link neighborhood (the links surrounding your link).
Traffic (or activity) is better to go for but should not matter much because if it did, PBNs wouldn't have worked.
But activity is better as is guest posting on a high-traffic site is better than buying a link on a PBN blog.
However, what really matters is whether the directory per se has solid authority in the eyes of Google and that there is no "viagra" "cheap NFL jerseys" anchor texts around your link.

This is a really old method that's fully exploited and Big G knows what you're doing and can take adverse action. Also, those links are almost worthless now.

Yes, they will help.
If you a local business and submit to local directories, you will dominate the market. Also, try to get a niche-specific directory.
