Do deleted/banned usernames get freed up?

Hi, there’s a username I really want but the account is deleted/banned or else the user has temporarily disabled it. I know inactive accounts are purged by instagram and the usernames are eventually released, but what’s the story with deleted/banned accounts. Is it possible for me to get this username?

I don’t have a trademark for the name so I suppose id have no chance by contacting instagram?
