Let's say we have 100 articles with a good internal links structure. Will the CTA banners with a link to a product page can affect the rankings of the article and the product page itself? Need to mention that majority of these articles have internal links with natural anchor text leading to the same product page as well (but it's been done for SEO purposes, CTA converts better for sales). As a result I'm publishing 2 same links leading to the product page (one is natural anchor, another is CTA).

Links can have a positive impact on SEO, increasing user engagement and click-throughs, or a negative one - overuse of links and intrusive CTAs can disrupt the user experience and appear spammy to search engines. You need to keep a balance and integrate them correctly into the context.

Let's say that the CTA is integrated correctly, but can I use the same URL twice? One time for anchor and one time for CTA?

it could help the product page rank better, but it has no effect on the article page itself.

why not? it's your site, you can do with it whatever you want :)
