Do Google Ads Cloaking make the Ads Cost cheaper or more profitable than non-cloaked google ads? I am new to cloaking google Ads I need to know the benefits of cloaking google ads in monetary value

The purpose / motive of cloaking a Google Ads campaign, is to run campaigns that are highly restricted or not allowed as per Google Ads policies.
For example, if one wants to sell Viagra, it is highly restricted, perhaps rather not allowed as per Google Ads policies. So, to run a campaign in Google Ads with a landing page that sells Viagra, a cloaker is used to show bots and reviewers a safe page, but to show the ad clickers, the money page. The safe page would be about anything that is suitable and allowed to be run in Google ads and the money page would be the landing page for selling Viagra. The Google Ads campaign set up and the safe landing page setup are always done after an in-depth research which includes keyword research as well.
Therefore the usage of cloaking in Google Ads is not done with the point of you to make a campaign more profitable than not cloaking a campaign. But the usage of a cloaked campaign in Google Ads is to be able to run the types of campaigns that are highly restricted or not allowed to be run in Google Ads. And obviously the niches which require cloaking to run in Google Ads, are definitely more profitable in nature than campaigns that are normally allowed to be run in Google Ads.
In other words if you are going to run a campaign of a niche that is allowed to run as per Google Ads policies, then it does not mean that if you cloak such a campaign it is going to be more profitable than not cloaking such a campaign. And a campaign in a niche which is allowed to run in Google Ads as per Google Ads policies, would not require any cloaking at all.
And experienced advertisers who are cloaking, usually always have backup plans ready such as additional Google Ads accounts, on an on going basis, so that if any account goes down (suspended), they can easily continue to run their cloaked campaigns. Some experienced advertisers also have multiple cloaked campaigns running at the same time targeting the same keywords. The techniques of running cloaked campaigns usually keep evolving as per the times and so do most of the cloakers as well.

Can I use restricted keywords in the Google ads cloaking. As in the above example, if the landing page is selling viagra. Can You still target viagra keywords in cloaking google ads campaign or your target keywords becomes the safe page’s keywords?

No. Because that information will be entered in Google ads website so that cannot be cloaked, and viagra is probably blacklisted keyword. That was just an example. Let me give you a better one, you target gift card keyword on Google and your safe page is a page that sells gift card. Your cloaked page is a CPA landing page on gift card generator.

Using restricted keywords will result in ad disapproval or nowadays account suspension. And logically, if we can use restricted keywords then why cloak a campaign ?
In-depth "alternative" (allowed) keywords analysis is done for a cloaked campaign, in order to know what keywords, what ad copy to use for a cloaked campaign. This is a research that you will have to do, based on which cloaked campaign (niche, etc) that you want to run in Google Ads.

To cloak a website / domain, one must have domain access. So, if you run a Youtube video promotion campaign in Google Ads, it cannot be cloaked. On the other hand, search campaigns in Google Ads, can be cloaked.
Youtube video promotion campaigns in Google Ads, is different from display (banner type ads) campaigns. Display (banner type ads) campaigns in Google Ads, can be cloaked.

What is a good cloaked software to use (if there is one that is)? How are these cloaked campaigns set up exactly? How does it not detect the ‘money page’ Vs ‘Safe page’?

basically cloaker work by detecting ips, device and patterns that google ads bot do but there is more factors to be done when you run black campaign
running black campaign behind cloaker doesn't mean your ad will run fine only by using cloaker

What needs to be in place to run a successful black campaign ?
1) An appropriate safe (landing) page (appropriate here meaning that is is well alligned with the respective Google Ads campaign).
2) An effective money page
3) A cloaker
4) An appropriate Google Ads campaign [appropriate here meaning that is is well alligned with the respective safe (landing) page AND appropriate keywords, appropriate ad copy / ad copies].
5) Appropriate cloaker setup
DISCLAIMER : For appropriate safe (landing) page, effective money page, appropriate Google Ads campaign and appropriate cloaker setup, is it all NEVER "one size fits all" for all Google Ads campaigns. No 2 cloaked campaigns of different advertisers are exactly the same in all aspects. Therefore, to know what is appropriate in all these aspects, ONLY the advertiser can know based on what the advertiser intends to run. For example, if the advertiser wants to run a cloaked campaign for weight loss, even within that there is no "one size fits all" for all the mentioned aspects.
Above all the mentioned aspects, the MAIN aspect is CREATIVITY.
Yet, there are people thinking that to run a niche that is restricted or not allowed in Google Ads, just cloaking (only a cloaker) is required. The cloaker / cloaking is only 1 of the aspects. Other aspects that are also very important, are very clearly mentioned in the 5 points above.

Cloaking = High risk + high returns with lower advertising costs. And honestly it depends on who's running the advert. #period
By cloaking google ads, it is possible that for very short time you can make money but in long run you will get permanently ban, after that it will be very hard to get hold of good account.

you seem to be very knowledgeable in this, i want to get some threshold account and run some affiliate links, will a cloaker help in protecting the main domain ? or the domain can get banned ? if so what would be a possible remedy for this ?

By main domain, which domain are you referring to ? Considering that you mentioned affiliate links and you mentioned cloaking, so, by main domain, do you mean the domain pertaining to the affiliate link(s) ? OR the domain pertaining to your safe page ? OR the domain pertaining to the money page ?
DISCLAIMER : You mentioned cloaking, running a cloaked campaign, so it is rightly assumed that you should know what is a safe page and a money page.
And, by the way, affiliate marketing related offers, do not necessarily require a cloaked campaign (in Google Ads) : it depends on the niche. However, assuming that the affiliate marketing related offer is allowed (as per Google Ads policies), ofcourse a suitable landing page would obviously be needed.
