yes you can.... If you think that you are unable to write the content then you can definitely outsource the process, in the meantime you can consider improving your skills

maybe you can try writing in your language and then using a online translater to make it english

Writing in native language and the translating it into English in not very good idea. Due to specific use, terms and structure of each language.

For instance, long and descriptive sentences are usual in my native language. In English you'd better use short sentences containing one idea only.

I won't even comment on suggestion of using online translators. These can only be used if a person needs to capture overall meaning of a block of text for personal use.

If you use it to make review/text, the final product will be nothing more than just useless text with very little meaning.
