do backlinks that dont get indexed matter?

Obviously not, if Google can't see them how do they know they exist?
I don't think it's a matter of Google not being able to see them, rather a matter of Google seeing them and just have a little chuckle as they keep looking. If a link is not any good, G won't index it and will count it as possible link spam. If a link is not indexed in a couple of months, maybe you should remove it.

just because they don't get indexed in a month doesn't mean they won't get indexed at some stage down the track.
so yes, i believe it does matter.

Google can't evaluate something it has no records of. Same way a judge can't sentence a criminal without a history of his record (not sure if that's the best analogy lol).
But seriously dude. If you built 1000 links and only 50 got indexed, you are either:
a) Not using an indexer.
b) Not using a good indexer.
If I build 1000 links I can *usually* get about 400 indexed in the first week (with indexification). By week 2 those numbers usually pass 50-60%.
At that point I do a lazy, stupid thing where I resend all the same links for a second round of indexing.
The point is though, learn how to index your links. You can also and obviously add another teir in GSA. It will rob resources but if you do that on top of indexing programs you can get high index rates.

Yes! Backlinks are important. But it doesn't matter. You don?t need thousands or even hundreds of backlinks.don?t need that much.
because Google has changed its algorithm from quantity to quality.So quality is more important now after algorithm changes.

Links that don't get indexed, go to a weird yes they are there but don't count category. I spent a long time looking into this. What's the proof? When people post about their penalty notices, goog will disclose the links that were not showing up gwt or backlink checkers, so yes there is a link purgatory that exists.

The matter at hand is not links that appear in GWT or backlink checkers, it's instead about indexed links. Ie, when you check Google, the page on which the link appears is in Googles index; which is an entirely different matter to links that appear in GWT. There are always significantly more indexed links than those which appear in GWT.
