Do backlinks matter in local SEO?

I know other factors are more important like citations, reviews, on page SEO. But how much weight do backlinks hold on getting your site in the 7 pack?
 
I generally will hit a site with backlinks and a citation push to get it going. Plus Ones and Google followers also work wonders.

True, Backlinks can do the trick. Use your address while posting or submitting your articles in the directories which will help you in local seo.

Sometimes backlinks will influence to change your sites SERP..
 
sure without link you will not be in top for competive kw. it's would be better if links will be from websites with local language and domains (co.uk, es, fr etc)

I tried to build links to one of my clients local listings before but didn't notice any noticeable gains off of the exercise. Would be cool if someone set up a more controlled test though to see if it works or not.
 
Citations help, but I still believe strong backlinks are better if I had to choose only one.
 
As the homey above mentioned citations really help for local seo like this
