Do backlinks even matter after the penguin update?

i was thinking about submitting my site to thousands of pages but im not sure if its worth it because of the penguin update please help me figure this out
 
Yes, they do matter.

And don't just build thousands of backlinks if your site doesn't have a lot of backlinks already. That will more than likely get your site penalized.

Instead, build only quality backlinks slowly and consistently.
 
Right now, there's a site ranking quite well for "backlinks" with nothing but 1000s of "spammy" links, from blog comments and forum profiles to ellg and jcow posts, all with span content

I too noticed that site. There are such sites in every niche - but they usually go down after a few weeks.
I can show you results in Google where #1 ranking can be achieved for a page with an extremely high keyword density. That
example is the exception, not the rule. Ignore exceptions and look for methodologies that work on the MAJORITY of sites.
 
Backlinks still count but the way you should build them has changed. Don't build thousands of spammy links, build few manual links e.g. niche guest posts, niche blog commenting, niche forum posting and for local citations.

Also note don't hammer your anchor text with exact match, put long tails in and use LSI content around the links. I think Google is moving away from putting so much weight on anchor text and more weight on the pages content the link comes from. Google realizes that people wouldn't usually link with exact anchors, but rather anchors such as "here" and "brand name" and "website name".

They will always matter, the difference will always remain though between low quailty links and high quailty links its up to you which road you go.

How is your on site SEO?

Keep it mind that off-site SEO and backlinks are not the only thing that can get you penalized.

Also, a minor drop in rankings does not necessarily mean your site is penalized.
 
i recommend to build 20 good links per day..

you can blast the 20 links using your tools for more link juice..
