I don't think so. You can change password. but it's weird that it happens only to few random accounts.

Exact same thing is happening to me
I was able to verify 40 accounts, but a couple of hours later they asked again for Phone Validation, and i can verify, but after phone verification gets Disabled

Update: I reverify my previous client IG accounts since he have warranty for free verification and all works perfectly I think they fixed it already.For someone needed SMS Verification lets discuss on skype my skype: socialverifier
