Do aggregation tools to achieve this exist? Also, 1st tier web 2.0 question.

Thanks to a thread here on BHW, I recently discovered dlvr.it, and started pumping out 5-10 tweets an hour on a few different topics with different twitter accounts. I also started reading Rushdie's 100% transparent journal to $1000/day, which he uses a self-written aggregator to put together the news pages for, and would like to automate something similar. While learning python and writing my own script, or hiring someone to do it might be the only way to accomplish my goals, I thought I'd see if something out there already exists to do what I'd like to.

I would like to set up a system that aggregates and grades content based on traffic, social signals, and keyword relevance, selects the best 10 articles each day and creates a "top 10" wordpress post with proper links, attribution, and an excerpt from each article. Then, it would make a "[Keyword] News of the Day" post on Facebook and Google+ pages with the headlines, and an excerpt from the #1 article.

Also, as long as I'm asking questions, is there a good tool out there for managing 1st tier web 2.0 sites? Up to now, I've handled them through a judicious use of Excel to keep track of sites, link structure, and proxy allocation, a proxy switcher on firefox, and The Best Spinner for content, but something more comprehensive would be great for scaling purposes.
