Based on my knowledge,301 redirects are still effective, But you should use them in right way to guide the right content for both user and google search engine.

Stick to authority clean domains with relevant niche anchors and you'll get really good results,
Niche & anchors relevancy play a major role recently for the 301s, plain 301s from random domains doesn't work as good as they used to,

When you use a 301 redirect, you send visitors and search engines to a different URL. Instead of redirection, authority backlinks are better choice for SEO.
