DMOZ sucks.. Seriously.. Have submitted plenty of websites some for legit businesses, others for legit large sites. All cases have been ignored even after sending them in repeatedly over time. The mods on there aren't active. DMOZ itself sucks as a website.. I have given up on it.

i would never pay to get listed in Dmoz, it's not worth. with those money you can buy more quality links, in context links, not a directory link

Good luck getting in, I've been waiting for my approval since 2010. Besides I don't think DMOZ is what it used to be regarding the authority and rank gains.

Probably the hype nowadays is bigger than the actual value but I am still happy that I had one of my sites approved there...
Just submit and forget...do not re-submit or anything...
