Diversifying 'first tier' links?

Just wondering if it's a good post-Penguin strategy to diversify first tier links. Would it be considered over-optimization if all your 'good' links had the same targeted anchor text?

I think even pre-penguin, you SEOers should have considered diversified backlinking strategies.

First are the sources. You don't want any links from trash sources to your money sites.

Second, anchor text diversity is a must.

Third, we can't forget that linkjuice flowing through our Tier 1+ still get's to the money site.

AA blog comments/xrumer/etc to tier 2/3+

Absolutely this is a good strategy. Plus if your first tier links are high quality they should have relevant niche related content around them anyways. So diversify your good links and just make sure there is some sort of relevancy on the page and you won't get hit by overoptimization and you will still have relevant backlinks.
