You can only disavow links from your webmaster account where the site is attached, which needs to be verified by a meta tag or file. So long story short, no. Nobody can disavow your links, only you can.

Not possible you would have to have access to the website.
Even if you managed to do that it would be a waste of time since disavow doesn't work. It sounds more effective to remove competitors good links by requesting removal than this idea.

Nobody else can disavow your links, and in most cases it would a waste of time or even counterproductive for you to disavow yours. This is even more true if you have been a victim of a negative seo attack as these typically have a huge amount of spam links that you will never find no matter what tool you use (webmaster tools will only show you a small fraction).
