Dispute @klinstonas vs @ciras

Opening this dispute in order to make other people aware of the user's https://www.blackhatworld.com/members/ciras.939692/offered services, he's active on the forum offering his services all over the place to BHW users. But, apparently, it's just another scammer that should be taken off the BHW.




Summary of Dispute:

We have contacted Ciras for marketing services, which he agreed to do for $400. Even though in the chats he clearly agreed to do services for 2 days split by $200, he ended up changing the price to his initial offer of $360 a day and pursuing us paying $360 more.

Once we disagreed and just asked to get service for 1 day and get a $40 refund he completely changed, became unresponsive, and in the end came up with BS stories, such as his FO got into an accident, etc; Obviously, he couldn't even deliver the service that we paid for.

Eventually, he just blocked us, deleted all the messages, and basically said that he doesn't care if we report him, as he has thousands of accounts on BHW.


What you hope to gain from this Dispute Resolution:

We do not really expect him to refund at this point, for the service that we paid for and never got delivered, but he should be simply banned from BHW.

Information For The Accused
@ciras, you have 24 hours to respond to this disputes thread. If you do not respond within 24 hours or we note that you're engaging in any other activities on the forum rather than dealing with this dispute, the decision will be made in favour of the dispute starter and you will be permanently banned from Black Hat World. In the event that you're permanently banned from the forum, you may send in a support ticket using our support channel only once you've refunded and/or provided what the plaintiff has requested.

Information For The Accused & The Dispute Starter
Please remain professional as name calling, insults, griping, tu quoque, and ad hominem will not be tolerated. Should the dispute starter resort to this, the dispute will be forfeit; and if the accused resorts to this, the dispute will automatically be in the dispute starter's favour.

The moderator mediating this dispute is simply trying to fair a resolution to this dispute. Any mod abuse or accusations (e.g., "you're biased", "you're protecting scammers", etc) directed toward the moderator will not be tolerated and may result in an infraction for mod abuse.

The accused has been permanently banned from Black Hat World for failing to resolve this dispute.

The dispute thread will remain live and is now open to commentary as rule 4 is no longer enforced in this thread.

Personally I think that escrow will not be implemented anytime soon. I am not 100% sure but I think they need a specific license for that.

The second thing is that when they do, they need to cut out certain services that are being sold on BHW for legal reasons. I'm not going to mention any names but another community similar to BHW faced legal issues with certain services that are now banned to sell.

I'm with you on this. How can an escrow service fix the issue in a service that require months to deliver? I don't see escrow as a solution. IMO, BHW will get itself in a lot of problems if they go this road. People here keep asking for an escrow solution but I'm not sure they know what they're talking about. It's a nightmare to setup something like that.

any idea what kind of serviices . stuff likee google ads accoounts? from my understanding their hacked accounts that charge someones bank account or i puts them in debt with google
