After sending the PM, I got in touch via skype. He said that he published articles from major sites, and after sending me the list, he said that he could publish an article on a site that I selected from Dec, and he said that the service fee for this was 1100 USD, and I accepted it.
He stated that the article I sent to him would be published in 2 weeks, and I accepted it. But even though it had been 2 weeks Dec, there was nothing there! i asked for a refund of my money, he didn't accept, then he said he could give it piece by piece, he sent me 300 USD of money, and he doesn't want to send the rest. He wants to send the remaining fee to me in installments, but I do not accept it in any way. I have suffered a lot of damage because of the work ethic he has done himself. I want my money to be paid in advance and immediately, it's been stalling me for months. if he won't send my money, I want him to be punished.

When I say that I will file a complaint about the 300 USD he sent from Paypal, he objects to PayPal and says that he will take it too!

we made a 1100 USD deal here (he said it will be published in 1-2 weeks.)

@Chimerat, you have 24 hours to respond to this disputes thread. The moderator mediating this dispute is simply trying to fair a resolution to this dispute. Any mod abuse or accusations (e.g., "you're biased", "you're protecting scammers", etc) directed toward the moderator will not be tolerated and may result in an infraction for mod abuse.

Although he sees the subject of the complaint, he does not make a defense !

The accused has been permanently banned from Black Hat World for failing to resolve this dispute.
