Facebook will start delivering your ads to the best audience possible to your ads.

You can't, it will take time.

4. is there any way this 'Learning' status can be interrupted?
If you make any changes to your ads it will be interrupted and may take longer, so once it's in learning leave it as it is, if you want to make any changes you can create new ads.
