Does anyone have any idea what will happen to the urls that cannot be disavowed? Because google will remove the disavow tool. What do you think is done in this situation?

They Have still way to Disavow the bad backlinks from Google search console. Have a look again you can find it from aged GSA

Google Search Console gives access to Disavow your links, But before Disavow your links you must check whether these links are impact-harmful to your site. Because once you do that, You can't able to undo this process.

Disavow tool will never be removed but again Google said it again and again to only use it when you feel like you are being targeted with negative seo. These days Google system is smart enough to auto reject spammy automated links every website get.

Disavow tool is used to remove the spam links you got to your website
My website got penalties from shitty domains (around 3k backlinks) all with anchor text “fuck you” “fuck your website” etc.
So no, Google is not smart enough.

When your website is impacted by a large number of spammy links, Google won't automatically remove them. Instead, you need to manually disavow these links in Google Search Console.

Yeah so that's the point. If the large number of links are built for your website with spammy anchors there is some negative seo going. In this case, for sure, you need to upload the disavow file.

And more likely or not, those bl were created by you or for you and they are penalizing you for that.
Google knows more than you think they do
So I did myself backlinks from discutible websites with anchor text like "fuck", "fuck you", "xxx"? My website is in the mobile game niche, so the anchor text "fuck you" I think it's not the best for my niche
So probably (that's what I think), Google don't know anything, if Google see bad backlinks will penalize you, doesn't matter if you did yourself or did you get negative seo attack.
I don't think something like this is acceptable in 2024 from the largest search engine in existence, which is used by millions of people every day for work. But who am I to say this?
