Disavow tool in helpful if you use it before manual penalty. Go through your link profile take a list of bad links you want to disavow and upload it on your webmasters account. You can see the change in couple of ways. If you are hit by MANUAL penalty, then you need to remove bad links by yourself by contacting webmasters and disavow links which you were unable to remove then file a reconsideration request.
While uploading disavow file only thing you need to take care of is disavow format. Search for correct format and upload the txt file.

Disavow tool is a huge sham, just check out all the posts on here and the Webmaster central forums about people hit by algorithm penalties and manual penalties that think they can get away with just disavowing links. I have yet to have any success in removing any kind of penalty with disavow alone.

The key to using the disavow successfully is when you match it with link removals first and that's likely the effect of the link removal campaign then any type of disavow help.

Always try and remove the links first and for those that you can't get removed then try and disavow those. Throwing links into the disavow and waiting for something to happen can mean a long time waiting. I have one site that I had an algorithm issue with and have only tried disavowing links. Here I am six months later with no positive results.

Those sites I removed links from first and disavowed those that wouldn't remove links have seen the best recovery.

I second this. Although using the disavow tool to clean up your backlink profile can help as well, best when used in conjunction with removing the links yourself as well.

I wouldn't agree that the disavow tool is a 'sham', but you do need to combine it with manual link removal.

i havent been hit with manual penalty, just algo it seems (i.e. rankings dropped).

most of the links are old manual blog comments, so i cant have them removed (i dont think).

with that said, would using the disavow AND building some new high quality links help?

The disavow tool is your only protection against the rampant negative seo out on the loose these days.

If you get hit by negseo blasts, you gotta disavow those links before it becomes a manual penalty.

I have had success recovering websites using disavow, even a site with a manual penalty applied has been cleaned up. So it's not the right tool for every job, but it does serve its purpose in this game.

I call utter bullshit on this. You recovered from a manual penalty with simply disavowing links? Let's see some proof of that.

I have never recovered any of my sites with manual penalties with disavowing links. That's just garbage nonsense given the fact they manually review the reconsideration requests. Oh hey Google, I know you penalized my website for building unnatural links, so I didn't do shit and just submitted the links to your disavow tool. Thanks! Can I recover now?

Sorry but I haven't seen any evidence of any manual penalties being removed from simply using the disavow tool. I couldn't recover any penalties that way, none of my friends have been able to and my local meetups weren't able to either.
