I gave a list of backlinks to be disavowed to google and on 14 september google recrawled my site but it didn't take any action on those links what does it mean??

You expect Google to immediately recheck the backlinks you give them to disavow and adjust all it's weights and calculations on-demand? That would certainly be a powerful trick!

Any effect that disavowing may have will probably be months down the line, not 2 days. I don't disavow myself, so this only comes from reports from either colleagues or others choosing to share their results, YMMV.
 
If Google recrawled your site on September 14 but didn’t take action on the backlinks you disavowed, it means that Google has not yet processed the disavow request. It can take time for Google to recognize and act on disavowed links. Keep in mind, Google doesn’t always notify you when they have taken action on disavowed links. Just ensure you followed the right steps, and be patient as it may take more time for the changes to reflect.

Recrawling your site and consideration of disavow both are separate things. The disavow you submitted is for the backlinks on third party sites that are referring to your site. So both the things are not interdependent. Also disavow is just a request and formal way of saying you don't own those bad links pointing to your website, so search engine should not consider them, but it is algorithms decision that at what extent they consider it or not. If you want to remove the impact of bad links, then first try to delete them if you can. It will impact faster.
