How long does it take the uploaded disavow file to make an effect on rankings?
Any recovery experiences in 2017, after Penguin 4.0?

Fred to me looks like anchor distribution ratio + relevancy links. Still after all this time there's no conclusion as to what really changed.

It depends on the site "authority". Popular sites have their data updated quickly. New or lesser known sites can take 3+ months.

Takes about a week to see any affect - sometimes sooner.

It depends how Google recrawls your website, results can be within a month but in some cases, it can be even longer and take months or up to a year.
