Is there a way to fix this kind of verification process?

A verified Business Manager (BM) is required to do this. If a verified BM still can't fix the error, you should try using a different account.
 
Even if you verify your account, it can't be reopened. I've tried many times, and it keeps getting locked.

Even if u dont broke the rules, sometimes Meta can ban u and u cant do nothing about that. Verifying and waiting for the response its just time loss.
