Sliq is hands down the best Directory submission software I have ever come across. It is extremely light and very user friendly. Just go with it

I've used DigiXmas quite often in the past. The software is free to download but you pay per website you want to promote. After that all directory list updates/features are free.
I should take a peek at the data being sent from the tool to verify that a website has been paid for, as it's probably possible to spoof it and let you use unlimited sites.

If you mean SliQ Submitter then yes it's worth it. For ease of use it's the best out there and you get decent SERP improvements from submitting too. It does cost but while the license runs you can submit for as many sites as you like as often as you like.
