About 15 years ago it worked great. And seemingly everyone on the internet ran at least 1 directory, usually using the same old php script (I can't remember it's name).

directory submissions have minimal impact on SEO currently, just focus on high quality content and high quality backlinks for the best ranking.

I was thinking about making 1st layer submission on the directory for indexing ranking it will be work?

Only if the directory pages you're listed on are frequently spidered. Try and get on category pages as close to the top as you can, and check the cache dates of what page you'll be featured on before getting a listing on there - you want it to be as fresh as possible. But there are much better routes than directory submission.

Once upon a time, this directory submission was a great factor for ranking and for gaining backlinks from diversified websites.
But now a days not an important factor. Things have changed.

None of that works anymore, I won't list the rest, but, literally, none of those old methods work anymore, that is, it's better to write that it hasn't worked for at least 5+ years, so not only the directory but also everything else that mostly goes with it ( :

Local SEO, believe it or not, is directory driven because for local SEO the main factors are the Google My Business presence, the name, the address, and the name and the address, and contact details of the local business website.
There are lots of localized directories that you should consider listing a business that is within their jurisdiction or target area.
With that said if you are looking for some sort of directory submission for all websites on the internet, that ship has sailed a long time ago.
It's not worth it and depending on what directory you use, it might even work against you because of the spam or abuse potential.
