Different Ranking in different country google/yahoo

Hi all, I have faced some problems
I have 2 site,

The first site ranking situation:
Google(US):#17
Google(Other country):#2
yahoo/bing:#0

The second site ranking situation:
Google(US):#0
Google(Other country):#0
Yahoo(US):#0
Yahoo(Other country):#1

For both site, I use web 2.0 ONLY for tier 1 (First site: 18 x web2.0, Second site:15 x web 2.0)
How to solve the problem for first site and second site?
