A Proxy server, like any other other device connected to the Internet is identified via its IP.
And the port number is used to connect different services (FTP on port 21, HTTP on port 80, etc) to the same device (server, pc, smartphone).
So, different ports do not mean different IPs.

For proxies, PORTS is a settings that can be set when you turn your IPs into proxies so as for the proxies IP name that you received from paid services.
They both are just names to identify to the DIRECT ips that are connecting to it, it doesn't mean anything else but just names
