different link but with the same file-name.html will be duplicate content ?

hello,
Sorry for my English not very well .My problem is:
I have a website fall into many pairs of link is "file-name.html" the same (
anytime user create a LINK1 >> the website also create a LINK2)
type of 2 links :

LINK1 : domain / info / name-of-link.html
LINK2: domain / member / detail / name-of-link.html

My case is always happens ... and can not change, two LINK1 and LINK2 content is relatively the same ... I can only make the content "tag <title> and <meta name = "description" <meta name = "keywords" different only

No. They will not be treated as duplicate content.

Only if the page content is substantially identical then it will be treated as duplicate content.
The URL, title and anchor text alone will not result in duplicate content penalty.
