Different between two kinds of ahref links

I have a stupid question：

For search engines, What's the different between

<strong><a href="example.com">keywords</a></strong>

and

<a href="example.com"><strong>keywords</strong></a>

Does google think they are two different keywords? Which one is better for SERP?

Both are same.
