Difference between shoutout and mention

Could anyone explain to me what exactly is the difference between the two? I know a shoutout is when another page links to you in the description and encourages people to follow you.
But 'mention' logically sounds the same.

shoutout they typically screenshot your account, mention is just caption I think

A shoutout is as you say... it can be a screenshot of your page or a picture / video from your feed with the caption encouraging people to follow you. Some people have one particular video they use only for shoutouts.

A mention is basically anytime someone posts (at)yourusername in bio, captions, comments. When people talk about mention services or bots they usually refer to a large number of throw away accounts making comments on peoples posts with (at)yoursuername in order to direct traffic to your page. OR ... something I've seen recently where they scrape random usernames and use the throwaway accounts to post (at)therandoms under your posts for the same reason.

Shout outs = your picture posted on their account with @yourighandle tagged so that their followers can find you

Mentions = bots commenting other users @handles on your photos so that they get a notification and come check you out
