Difference between SEO link building & SEO packagess?

SEO Packages consist of ON page + OFF page and some other stuffs (It is used for new sites or the sites who are doing anything well).
Whereas, SEO Link building consists of OFF page only (It is often used to give boost or improve serp and on-page is nearly perfect).

I don't know what other thinks about it, it's my observation only though!
 
If you look through a few threads the difference becomes very apparent. Packages as the name suggests can contain 1 or more link building strategy, ie web 2.0, social bookmarks, press release etc. The link building threads are usually focused on 1 single link building strategy such as PBN posts, citations etc.
 
"SEO link building" - Maximum you will get only OFF page optimization services here that only related to build backlinks to your website.

"SEO packages" - Here you can get both ON page and OFF page optimization things like website audit, design, content, link building, etc... in a single package.
 
You want to go for linkbuilding and do the onsite yourself.. also you want to order web 2.0 etc as a seperated service.. it works better.

SEO link building - Incorporate link building (off page SEO) to help you rank your website in search engines.
 
Link building is just basically as it says link building and no other thing but seo packages on the other hand means you get linkbuilding, onsite checkup and some other seo reports e.t.c all together in one plan................ Hope I tried
 
If you like to purchase the links [ blackhat stuff ], you can go with link building.You can also ask the seller for custom packages too.
In SEO packages, you will get links with site optimization, site audit etc.,
